Singapore citizenship is one of the most sought-after statuses in Asia — offering long-term stability, a powerful passport, subsidised healthcare, and priority access to public housing. But not every permanent resident qualifies, and the application process is more nuanced than most people expect. This guide covers who is eligible, what ICA assesses, and how the application process works in 2026.

Who Can Apply for Singapore Citizenship?

The Immigration and Checkpoints Authority (ICA) processes citizenship applications under several eligibility categories. The most common are:

Permanent Residents (PRs)

The primary route for most foreign nationals. You must have held Singapore PR status for at least two years and be aged 21 or above. Your spouse and unmarried children below 21 may be included in your application.

Spouse of a Singapore Citizen

If you are married to a Singapore citizen, you may apply for citizenship. ICA evaluates the length and genuineness of the marriage, the applicant’s residency history, and ties to Singapore alongside standard eligibility criteria.

Children of Singapore Citizens

A child born within a legal marriage or legally adopted by a Singapore citizen parent may apply. The parent submits the application as sponsor. For children who have lived in Singapore for more than three years (including at least one year as a PR) and have passed a national examination such as the PSLE or GCE O-Levels, or are enrolled in the Integrated Programme, there is a dedicated pathway.

Aged Parents of Singapore Citizens

Singapore citizens may sponsor citizenship applications for their aged parents under specific conditions, including the parent having lived in Singapore for a qualifying period.

Meeting Eligibility Is Not the Same as Approval

This is the most important point to understand. Qualifying under one of ICA’s eligibility categories gives you the right to apply — it does not guarantee approval. ICA uses a holistic assessment that goes well beyond the minimum threshold.

Factors ICA considers include:

  • Economic contributions — salary, tax records, CPF contributions, employment stability
  • Length and continuity of residency in Singapore
  • Family ties to Singapore citizens or PRs
  • Integration into Singaporean society — community involvement, language ability, children in local schools

  • Long-term commitment to sinking roots in Singapore

There is no published scoring matrix for citizenship. Unlike the Employment Pass COMPASS framework, ICA does not assess citizenship applications against a fixed set of weighted criteria. Every case is assessed on its own merits.

How to Apply: Step-by-Step

Step 1: Confirm Your Eligibility

Review ICA’s eligibility categories and confirm which route applies to you. If you are a PR, ensure you have held PR status for at least two years before submitting.

Step 2: Prepare Your Documents

Required documents typically include your passport, PR documentation, NRIC, employment records, tax Notices of Assessment (NOA), and marriage or birth certificates where applicable. Overseas documents must be notarised and translated into English.

Step 3: Submit Via ICA e-Service

All applications are submitted online through the ICA e-Service portal. Upload digital copies of your supporting documents and pay the non-refundable application fee of S$100 per adult applicant.

Step 4: Respond to Any ICA Requests

During the review period, ICA may request additional documents or clarifications. Respond within the stated timeframe — late responses can result in the application being treated as withdrawn.

Step 5: Complete the Singapore Citizenship Journey

Applicants aged 16 to 60 who receive In-Principle Approval (IPA) are required to complete the Singapore Citizenship Journey — a mandatory programme comprising an online e-Journey, a Community Sharing Session, and a Singapore Experiential Visit — before citizenship is formally conferred.

Step 6: Attend the Citizenship Ceremony

Upon completion of the Citizenship Journey, you will be invited to a Singapore Citizenship Ceremony where your Singapore Citizenship Certificate is issued. You will then register for your NRIC and Singapore passport.

How Long Does the Application Take?

Standard processing takes approximately 12 months, though applications can take up to 24 months depending on the complexity of the case and whether ICA requests additional checks. In 2026, Singapore aims to welcome between 25,000 and 30,000 new citizens annually — up from around 25,000 in 2025 — making this a strong window for well-qualified applicants.

Important: Singapore Does Not Allow Dual Citizenship

Singapore does not permit dual citizenship for adults. Upon approval, you are required to renounce all other citizenships and take the Oath of Renunciation, Allegiance and Loyalty before citizenship is conferred. This is a significant decision and should be considered carefully before submitting your application.

When Is the Right Time to Apply?

There is no fixed anniversary date by which you must apply. ICA does not penalise PRs who wait five, ten, or even fifteen years before applying for citizenship. The better question is when your profile is at its strongest — particularly your most recent Notice of Assessment, employment stability, and community involvement. Applying when your profile is genuinely strong, rather than as soon as you become eligible, generally yields better outcomes.
